The Development Phase

The first stage in producing a commercial, motion picture, television program, artist profile, or other video, is referred to as the "development phase". During the development phase, a story may becreated, story rights are secured, and a screenplay may be written. Once development has been completed, the project then progresses to the next phase of production, referred to as pre-production.
